A man is alive, so is knowledge. How to share, utilize, and innovate are essential indices for executing knowledge management. The IT department as the leader in implementing knowledge management, Chief Zheng believes that the key factor for system implementation is "man". Therefore, he constantly advocated the ideas and effects of knowledge management before implementation. He even established a knowledge management promotion committee after the implementation. The committee is responsible for periodic activity planning. The purposes of these activities are to encourage employees to make flexible use of the system in their daily work and cultivate the habit of using the system. Besides, the levels of usage for each department are scored according to the contribution index module of Vitals ESP as the motivation for continuous operations on knowledge management. Besides, based on the promotion policies, the consultants from Galaxy Software Services started with a simple architecture to accumulate the expert knowledge from every department. Different from saving data in personal computers or public folders like what we have done before, Vitals ESP with its convenient and highly efficient full-text search shortens the file searching time from 5 hours to 5 minutes for our employees. The time spent on cross-department communications and operating procedures is even reduced 2/3 (3.5 hrs 1 hr). With the idea conveyance and operations mechanism, the error rate of re-working is largely reduced effectively and the operating efficiency is increased. The knowledge management has even been turned into a communication platform for person to person, person to department or even department to organization. Division of Quality Assurance:

Stand fast at the forefront of quality. Doing, asking but never repeating the same mistake.


The Division of Quality Control vitally concerning the quality of all products has to answer confusing questions from the Sales Department internally and needs to directly face questions from the customers externally. Therefore, taking advantage of the phase of Vitals ESP implementation, the division reorganized the questions often raised by sales and customers, or converted the works always operated by the Division of Quality Control into systematical standard documents and set up dedicated areas according to different classifications. Besides these common problems, the division even listed all the special cases, raw materials inspections or comments from customers when visiting into the knowledge system. Manager Zheng gave an example. Out of curiosity, many customers after a visit to our plant always directly ask questions such as what is the function of the machine instrument or how to operate it, etc. when seeing the instruments. Therefore, the Division of Quality Control set up an instrument area in the knowledge management for offering related documents to illustrate machine functions and operating procedures. Since then, the receptionists can autonomously find relevant documents in the instrument area of the knowledge library while receiving customers. There is no more need for them to bother other employees for getting answers. Manager Zheng is of the opinion that the knowledge management system leads to problem transparency and knowledge flow. As long as one thing has been asked and done, we can do it better the next time.

The Department of Document Management:

Effective privilege control on documents and stricter authentication management.


In order to offer high quality products with high productivity, we have to implement ISO requirements for every step and link in the internal organization. In the past, the document management center set up an ISO dedicated folder to save related documents in the internal shared slot. After being set-up with security levels by the IT department, these documents were uploaded and allowed dedicated employees to search them. This kind of control method is time- and energy- consuming; besides, it is even not allowed to adjust privilege levels for a specific file. With KM, the document management center can assign privilege settings for each file. The work of document control becomes more flexible and convenient and the efficiency of management has greatly improved. Moreover, Vitals ESP has a function to rapidly compare and recognize differences between documents before and after editing. It is convenient to track every file version. Compared to the previous managing method of document folders, Vitals ESP strongly meets the requirements of document record control about quality systems management.

Human Resources Department:

Before executing the KM system, the HR department was just like a voice drawer. Anytime, we needed to offer necessary documents like forms, announcements, etc. to employee, we can do so swiftly and accurately. However, the files were scattered everywhere. It was hard to find and difficult to manage. Besides, if the file was finally found, we had to check whether it was the latest version or not. The original working progress was often to be interrupted in order to deal with such trivial matters, which further affected the efficiency of the whole organization. After executing the KM system, all announcements are clear to read even with just a glance. Employees can directly search for necessary documents on the system. The "subscribe" function of the KM system can even automatically offer notifications. The HR department can thus have much more time to deal with human and administrative affairs and work out resource policies.

Seeded employees in R & D and Quality Control Departments said, we have to know specifications and standards of these miscellaneous products like the back of our hands. Besides, we often have to offer the same documents for sales in different districts within a short time. However, under the condition that file names and versions of data are always to be updated, time is often wasted on finding the documents and offering product information. In contrast, after data were systematized, whether existing knowledge or tacit documents can be searched on the platform so that the two departments can efficiently have the time to answer professional and technical problems.
